Push notifications from the @CNN app and @MyWeatherMobile Lite are activated but not working on my iPhone 4. Any ideas?

Check what you want it to push, not just if it’s active.
Though in my experience, push notifications are not particularly high volume on most apps… So patience might well be the corrective measure.

I know for a fact there have been pushable events (CNN breaking news alerts, NWS severe weather warnings) that have happened, yet haven’t been pushed to my phone.

Well, I don’t know about the CNN, it’s possible there is an implementation problem.
Now that you mention it, MyWeatherMobile has been oddly quiet lately but keep in mind that only the badges are fully persistent, the unlock screen alerts sometimes get overridden by other things.
Also double check settings notifications and make sure that things are allowed there not just in the app itself.
Have Facebook push notifications been working for you? If so, it’s likely not something you are doing wrong.
